Big Raccoon

Description

The underworld boss of District 7 in the Western Capital, controlling the Kero Junkyard. He hires Han Xiao to manufacture guns but later tries to betray him. He is arrested by Division 13 after the junkyard battle.

Appearance

Thin man who appears unassuming, often seen enjoying red wine.

Personality

Cautious, greedy, and ruthless when threatened.
